“Tell” usually means to give information by speaking, but it can also mean to understand something from visual or other clues. For example, you can tell it’s raining when you hear raindrops on the roof. You can tell the cookies are done baking when they turn a golden brown color.

「どうやったら出来上がってるとわかるの？」

「Tell」は普通、しゃべることで情報を伝えることですが、見えることなどから何かがわかるという意味もあります。例えば、雨が降っていると、雨粒が屋根に落ちる音がきこえたらわかります。クッキーがキツネ色になれば出来上がりだとわかります。
