“The last minute” or “the last second” is not literally one minute before the deadline, but it is very close to the deadline. It is better not to wait until the last minute to start. If you do something at the last second, it’s the latest possible time you can start and still be able to finish.

「最後の一分」又は「最後の一秒」は厳密にいうと締め切り一分前ではありませんが、締め切りに近いときです。ぎりぎりまで待たないでもっと早く始めたほうがいいです。「最後の一秒」に何かをするということは、完成できる最後の一瞬まで待つということになります。
