On the other handは二つ目の事、今言っていた事と別の事を選ぶ理由を紹介するのに使うフレーズです。選択肢を手に取ったと想像しましょう。まずは一つの選択肢を見て、それからは「もう片方の手」を見ます。結局こっちのほうがいいかな？と判断をするためです。
We use “on the other hand” to introduce a second option, or a reason to choose a different option than the one that has been mentioned. Imagine holding the options in your hands. First you look at one, and then you look at the one in the other hand, to think about whether it might be better after all.
