Change of heartとは、何かについて考え直した、考え方を変えたという意味です。「気が変わった」とはあまり違いませんが、大切な決断、感情的な決断によく使います。
If you have a change of heart, you change the way you think about something. It’s basically the same as changing your mind, but it’s often used for important or emotional decisions.
